Governor Warhorn, male human Fighter4/ Freeport Pirate7, N; Barnaby Warhorn is a former pirate captain that earned a reputation as a fair and capable leader. When the previous governor was killed, Barnaby earned the job. He is a light-handed ruler that allows the locals to live their lives without too much governmental oversight. (#19)

 Jarvis Pettiford, male elf (high) Rogue6/Thief-Acrobat10/ Shadowdancer2/Spymaster10, CG; Jarvis Pettiford is the owner of the Circle, a large inn/tavern in the center of the city. He is a mostly-retired rogue that uses his huge information gathering network to do good through a small cadre of capable associates.

Notable Mages: 

Serillia Gwellomore, female elf (gray) Wizard17/ Archmage5, CN; Serillia Gwellomore is a beautiful elven woman with hair that changes color from day-to-day. She is a retired adventuring wizard that has settled with her husband in a small house in east Freeport. She is a private person prone to angry outbursts. The other citizens of Freeport give her a wide berth. (#23)

Maurine Lore, female human Illusionist11, N; Maurine Lore has quietly lived in Freeport for 10 years. She works for the Shadow Hand, mostly as a diviner, but she can muster battle magics if it were really important. Very few people know Maurine Lore, as she tends to cloak herself in illusions when leaving her home.

Notable Churches: 

The Blue House of Fiolonna; The only open church in Freeport, this church is frequented by sailors passing through, as well as the locals. Father Boris Lishae is the high priest of this church, and he and his acolytes are pillars in the community. (#20)

Father Boris Lishae, male human Cleric12 (Fiolonna), NG; An older gentleman with a notable limp, Boris is a former adventuring cleric. Although he no longer travels, he has a soft spot in his heart for good, young adventurers. He often helps adventurers with healing for a standard donation. He is a friend of Jarvis, Rosin Merikom, and the Gilruthanis brothers. (#22 home)

Notable Criminal Organizations: 

The Shadow Hand; The Hand is a small guild with very powerful leadership. They tend to stick to smuggling, minor extortion, and piracy. The guild is led by three adventurers that usurped the guild from its previous leadership.

Quin Gilruthanis, male elf (gray) Wizard8/Rogue8, CN; Quin is the most active leader of the Shadow Hand. He also runs Crystal Worth’s Jewels, the guildhouse is in a small subterranean complex below the shop. (#24)

Rosin Merlikom, male elf (high) Fighter8/Rogue8, N; Rosin keeps the younger rogue in line, gathers information, and makes deals with many of the local pirate captains. (#24)

Korikash Gilruthanis, male elf (gray) Fighter6/Wizard7/Rogue5, CG; The least active leader of the Shadow Hand, Korikash leaves the day-to-day work of running the guild up to Rosin Melikom and his brother. He enjoys traveling to the cities on the mainland looking for opportunities for the guild. (#24)

 

Governmental Buildings

Harbormaster’s Offices: Ship captains must turn over a manifest upon docking in the city. (#16)

Prison: The original governor’s castle has been transformed into a prison for the locals. (#17)

Watch Barracks: Throughout the city there are barracks to house the city watch. (#18)

Governor’s Manor: Although more a castle than a manor, this is the residence of the Governor of Freeport. (#19)

Town Offices: This is where all important documents are stored; trade agreements, deeds, etc. (#39)

Freeport Bank: The Freeport Bank is a safe place to put your money. The Shadow Hand doesn’t rob banks. (#9)

 

Shops & Services

Ariel’s Ships: Ariel Starres, female Rogue3/Expert14, N; Ariel Starres is one of the finest shipwrights in the known world. She invented a specialty ship called a Starrebrow that is known for its great speed. (#25)

Bailey the Blacksmith: Donovan Bailey, male human Expert4, LN; Donovan owns and runs this establishment. He shoes horses and sells grappling hooks, pitons, and other common items made from metal. (#13)

Crystal Worth’s Jewels: Quin Gilruthanis (see above) runs this shop that specializes in the manufacture of fine jewels.

This shop is the cover for the Shadow Hand, and is built upon their secret, subterranean headquarters. (#10)

Darnan’s Blades: Darnan Clevis, male human Warriorr2/Expert4, N; Darnan owns and runs this business. He keeps a small stock of weapons available, with a larger number of cutlasses and rapiers. (#31)

Freeport Drygoods: This is a large general store. (#38)

Freeport Grocer: This is a small store that sells locally grown vegetables. (#37)

Gelry’s Clothing: A small tailor shop.

Greywillow’s: Felana Greywillow, female half-elf Commoner1/ Expert1, NE; Felana is a skilled seamstress. (#27)

Grul’s: Grul, male half-orc Barbarian1, LE. This is a butcher shop. (#36)

Handy Hal’s: This is Hal Martin’s home. He is known as Handy Hal since he is called upon to repair people’s fences, homes, etc. (#28)

Jen the Dressmaker: Jen Housley, female human Expert6, CG. Jen is a skilled seamstress, however, her prices are quite high. She also makes men’s clothes. (#32)

Kelly’s Crafts: A small shop specializing in craft goods. (#21)

Keen Kobbler: A small cobbler shop. (#29)

Knight Sailmaking: A shop specializing in sailing supplies, such as ropes and sails. (#33)

Longwell’s Carving: Nathan Longwell, male human Expert10, NG; Longwell is a skilled artist that works in many mediums. If any of the other local craftsmen need fine carvings, they usually send the item to Longwell. (#26)

Madame Felicia: Felicia DuLac, female human (Vizali) Wizard(diviner)8/Cleric4 (Mistbringer) CN; A small gypsy woman owns this small shop and performs minor divinations for  anyone who pays. Felicia also deals in minor potions. (#11)

Sticky Buns: Sticky Buns is a full service bakery known for their sweet, sticky buns. (#35)

Trelk’s Leatherworking: This is a well-appointed tanner and leatherworking shop in the squalor of the Shanties. He also has a shop on Main Street where he sells his wares. His place in the Shanties is his workshop, although he will sell to people that come into either location. (#15 Shop, #40 Workshop)

Warner Wood Goods: John Warner male human Expert3, N; John Warner is a skilled woodworker, that makes fine furniture. He often works with Nathan Longwell on furniture with intricate decorative carvings. (#14)

Yaro’s Maps & Charts: Yaro, human (hilgrim)Bard2/Expert6, N; Yaro is a well-traveled man that sells accurate maps. (#34) 

Ye Olde Curiosity Shoppe: Violet Wellrain Commoner4/Expert2, NG; Violet, a spry old widow, owns and runs the Curiosity Shoppe. She deals in expensive, rare, or unusual items. Periodically, she even runs across a minor magic item. (#12)

 

Inns & Taverns

The Bend Inn & Casino: The Bend is a large inn and casino in the southeast corner of Freeport. It is owned and managed by a large warrior named Kelly Nash, male human Fighter5. He and his bouncers do a good job keeping peace in the Bend, even though the Bend attracts some of the more unsavory types in a city full of sailors. (#2: Average/Cheap)

The Circle Inn & Tavern: The Circle is the largest inn/tavern in the city of Freeport. It is owned by Jarvis Pettiford (see above) and managed by his close friend (and former adventuring companion) Emily Bilenbaker female half-elf Rogue7. It is rumored that Jarvis, with his deep pockets and extensive contacts, is the most powerful man in the city. (#1: Excellent/High)

The Little Turtle: Little Turtle is a quiet inn and restaurant. It is mainly frequented by gnomes and halflings.

It is hard to believe that the Little Turtle stays in business because it is by far the least frequented inn in the city.

It is rumored that the wizardess, Serillia Gwellomore, helps the old proprietor to stay in business so a louder, more irritating establishment doesn't open in its place. People who know Serillia agree this is a possibility.

The food is good and the strongest drink served within is wine. (#7: Fine/High)

Lucky’s Inn & Tavern: Lucky's Inn & Tavern is a popular establishment for locals. It is known for quiet conversation, and most of the customers are regulars. (#6: Average/Moderate)

The Mirthful Dwarf Brewery & Tavern: The Mirthful Dwarf is the most popular ale-house in the city. It is owned by an unusual dwarven warrior named Bump Pickswinger, male dwarf (stone) Fighter7. This tavern is rough and raucous, and singing can often be heard blocks away on particularly busy nights.

Pickswinger also brews. Pickswinger's Dark is a strong, dark ale that goes down as smooth as some of the watery brews sold in some of the other establishments, but tastes infinitely better. Another brew worth noting is Pickswinger's Best. It is a powerful ale that Bump brews for personal consumption. Dwarves get a +2 to their intoxication saves when drinking Pickswinger's Best. The Shore’s Edge: The Shore's Edge is one of the lower quality taverns in the city. It doesn't have organized gambling like the Bend, delicious and powerful ales that you can find at the Mirthful Dwarf, or even the nice atmosphere of the Star. It is a small building with rough sailors and little money changing hands within. (#8: Poor/Cheap)

The Shrimp Boat: The Shrimp Boat is a tavern in the north of the Shallows. It is made from a fishing boat that ran aground in the Shallows. (#3: Average/Inexpensive)

Star Inn & Tavern: The Star inn & tavern is a fine inn & tavern on Main Street. The crowd within is peaceful and not many common sailors frequent this establishment. Most of the Star's business comes from gentlemen ship officers and Freeporters that live in the Church Round. (#4: Excellent/Expensive)

 

Geography

The Shallows: The Shallows is a small section of docks on the east shore of the city. It is dangerous for large ships, so the Shallows are mainly used for small fishing boats. (A)

Deepwaters: Deepwaters is what the locals call the southern docks that jut out into deep water and are used for loading and unloading large ships. (B)

The Leap: The Leap is a large rock formation on the northeastern edge of the city. Its name comes from the fact that several people have jumped from the top to kill themselves. Their bodies were never found. (D)

The Yard: The yard is the graveyard in the north of the city. It is relatively sparse because most of the city’s dead are buried at sea. Most people believe that the Yard is a waste of space because only the wealthiest families bury their dead. (C)

The Cove: The Cove is an area on the western edge of the docks. There is a natural rock formation that houses a cove. The waters of the Cove are warm and deep. Sharks are frequently sighted within these waters, and at least one person has reportedly seen a gigantic snake swimming in these waters. (E)

The Fin: The Fin is a large rock formation that resembles a shark’s dorsal fin. It separates Old Town from the Yard. (F)

   

Description

A beautiful port city, Freeport is a clean and well maintained. It is made up of seven neighborhoods; the Church Round, the Dock Ward, the Governor’s Quarter, High Town, Old Town, the Shanties, and the Warehouse District.

The Church Round is a neighborhood in the south central area of the city. There is a beautifully maintained park in the center of a circular set of roads. Between the circles are upper middle class homes. Of course the most important building in the Church Round is the Blue House of Fiolonna. The only recognized church on Freeport, the Blue House is an important link in the minimalist government of the city. The Fiolonnans provide relief for the poor, policing help, and it is through their hard work that the city is so clean.

The Dock Ward is a raucous area with a proliferation of inns and taverns. Many a sailor has spent all of their pay on drink and women in the Dock Ward. The Dock Ward is the most dangerous area of the city, with “crimps” forcefully taking sailors into service for some of the more morally-deficient captains. This practice is rare, but it happens enough that care needs to be taken.

The Governor’s Quarter and High Town are populated by the wealthiest families in Freeport. Many of the houses in these neighborhoods are second home for wealthy merchants that make their homes in other cities on the mainland.

Old Town is where the bulk of the people live in Freeport. Nearly all residential, Old Town has a high-crime rate (second only to the Dock Ward), but it is also patrolled regularly by the city watch.

The Shanties is a small neighborhood situated in the eastern section of the city. It is a slum. The poorest of the poor live here and the smell alone is enough to keep people that don’t belong here out. People sometimes disappear from the Shanties, but overall, crime isn’t too much of a problem. This area is built upon a mazelike series of roads with dilapidated shacks packed along both sides of the streets. The church of Fiolonna has been unable to do too much to help the people of the Shanties. It doesn’t seem like they want help.

The Warehouse District is the safest area of the city. Regular patrols keep crime down and it is just good business to keep large robberies from happening. That is not to say that it never happens, just no more than any other city. Some people live in the Warehouse District, but overwhelmingly this neighborhood is filled with offices and warehouses.

 

Basic History

Freeport was founded in 1073ta by a loose confederation of pirate lords that grew wealthy preying on ships rounding the Black Cape.

By 1100ta, one of the lords, Tyron Kielty, decided that it would be more lucrative if Freeport went “legit”.  He systematically eliminated the other pirate lords through assassination, seemingly random disappearances, and, later, pitched battle. After he eliminated all legitimate rivals he became the first governor of Freeport. He knew that the current residents of the town wouldn’t allow a heavy-handed ruler to control their lives so he went to the church of Fiolonna.

Overwhelmingly, the residents of Freeport worshiped the sea goddess, so Tyron got the support of the church. With the church on his side Tyron was able to clean the city of its lawlessness.

Freeport had become a resupplying stop, a home for legitimate sailors, the homebase for ships full of pirate hunters, as well as a supplier of warehouse space.

Now, 200 years later, Freeport is an important stop in the north-south trade on the east coast of the Arrean continent.
